Global Localisation Working Group (LWG)
Why now?
Localisation has been identified as one of the key thematic areas and prominent features of CCD. Local Actors typically have greater knowledge of context, stakeholder dynamics, social norms, causal relationships, connections between markets and market actors, seasonality, language, conflict dynamics, etc. Through local organisations, CVA programmes can be adapted to local realities, provide timely responses, and amplify the voices of communities in highly vulnerable situations. Sustainability is another advantage achieved through strengthened and enhanced local capacities and systems. Therefore, localisation is embodied into the mission of the CCD network: ‘Our mission is to facilitate evidence-based collaborations for impactful, responsive, locally-led and people-centric design and delivery of CVA’.
Our Mandate

Develop common tools/resources to support equitable local partnerships, e.g. tool for partner capacity assessment or how to build equitable partnerships.

Address common capacity-strengthening efforts jointly.

Facilitate local actors to take leadership spaces in coordination mechanisms, specifically in CWGs.

Work with CCD members to increase the role of partners in CVA, e.g. ensuring partners take on more roles within the project cycle and have

Streamline systems for due diligence, partner assessments, mapping, and management

Facilitate and broker collaborations between INGOs and local actors & promote local initiatives happening at the community level (e.g. group cash transfers (GCTs), etc).
Background
Globally, localisation has been identified as a critical gap in the humanitarian ecosystem, not solely for cash and voucher assistance (CVA). In 2016, donor governments, UN agencies and international non-governmental organisations (INGOs) signed up to ‘localisation’ to support humanitarian action that is ‘as local as possible, as international as necessary.’ This entails sharing at least a quarter of globally available international resources/funding with local actors through ‘transformative’ approaches of moving away from typical sub-contracting to establishing equitable partnerships and supporting the enhancement and sustainability of local capacities and leadership.

In 2023, the CCD revived the Localisation Working Group, which consists of 20 members from both the global CCD and in-country networks. Out of these members, 35% represent local organisations. The co-chairs of the LWG are representatives from INGO (Save the Children) and local NGOs (Grow Strong Foundation from Nigeria, part of the in-country CCD network). The primary purpose of the localisation working group is to keep its members updated on ongoing humanitarian response initiatives and explore opportunities for CCD's intervention and contribution. Additionally, it aims to facilitate cross-agency learning and maintain a space for member agencies and their local partners to interact and exchange experiences, capacities, and knowledge for improved delivery of responses to affected populations.
